Plans for thousands of new homes in Hampshire now rest in the hands of government minister Eric Pickles, who admitted it was wrong to let local councils rule on the decision, the Daily Echo reports.
The Barton Farm housing scheme, which plans to build 2,000 homes on the edge of Winchester, has been in planning and development hell for over a decade.
Barton Farm was always intended to provide a full range of dwelling sizes and affordable housing. Supporting infrastructure and associated community facilities were also planned to help meet Winchester's housing needs.
The development would additionally be served by its own local centre, primary school, health and leisure facilities. It would also boast excellent links to the city centre via rail and bus services.
However, confusion about who was to decide the fate of the site has led to delays, with the latest being a tussle between local and central government wishes.
Developer Cala Homes has argued that if Mr Pickles makes the decision - in his position as local communities minister - then it is more likely the development will go ahead.
The construction of any new homes is vital for the prosperity of the south of England as it will offer families and new home-owners places to live. In addition, it would bring in cash for estate agents, Hampshire-based businesses and local councils.
Speaking about the matter, Inside Housing reports that a spokesman from Mr Pickles office has said: "Rather than spending public money on ongoing legal challenges, this planning appeal will simply be returned to the department for decision and will be decided in the light of all relevant information."
